Integrated risk management towards risk-informed investment in Georgia

GIZโ€™s approach to risk-informed decision-making in Georgian municipalities

The gathering of stakeholders, jointly organized by the GIZ projects Good Financial Governance (GFG) and the Global Initiative on Disaster Risk Management (GIDRM) in Georgia, focused on evaluating the potential and challenges of embedding risk-informed development (RID) principles within investment or capital projects at the local government level. The event brought together representatives from national and local decision-making bodies, such as the Ministry of Regional Development and Infrastructure, the Ministry of Finance, the National Environmental Agency, and the German embassy. Additionally, the mayors of Batumi and Mestia, along with financial and infrastructure department heads from around 60 municipalities, gathered to address resilience across multiple sectors such as infrastructure, municipal budget and spatial planning, agriculture, and local economic development.

Conclusions and Recommendations

  1. Establishing Risk Assessment Groups: Municipalities are encouraged to establish risk assessment groups to evaluate and mitigate risks systematically.
  2. Capacity Building and Information Exchange: A strategy for capacity building within municipalities is crucial, as is the development of an information exchange framework between municipalities and central authorities.
  3. Financial Strategies: Participants suggested the development of financial strategies prioritizing risk mitigation and the integration of RID principles into regulatory frameworks.
  4. Regulatory Frameworks: RID principles should be taken into account and evaluated in the process of municipal budget planning and strategic development, preparation of master plans
  5. Future Steps: Collaborative efforts from the Ministry of Finance and other agencies are vital for implementing risk prevention programs and establishing guidelines for RID integration at the local level. Continued workshops and meetings are recommended to monitor progress and exchange best practices.

There is an essential need for enhancing risk management: establishing risk assessment groups within municipalities, elevating preventive measure budgets, and enhancing public sector staff training and motivation.
